On December 22, 2008, the City of New Orleans issued RFP # 2132-00634, a request for proposals for "Professional Services to Complete the Lafitte Greenway Corridor Revitalization Plan and the Greenway/Trail Design". Responses are due back to the City shortly and FOLC understands that the RFP is attracting attention from both U.S. and international design firms. Approximately $3 million in public and private funds is currently dedicated to planning, design and construction of the Lafitte Greenway.
The tasks outlined in the RFP are these:
#1: Completion of legal and topographic survey [of the area to be used for the greenway];
#2: Completion of a Title Record Search [to legally confirm the location of publicly owned land within the greenway];
#3: Completion of the Lafitte Corridor Revitalization Plan. Quoting from the RFP: The corridor, defined as a quarter mile walk distance from the greenway, is comprised of privately owned residential, commercial and industrial land that has the potential to complement and build upon the investment the City will be making in the greenway and the trail. In order to guide rebuilding and recovery efforts in the corridor adjoining the Greenway, the City seeks to develop a package of regulatory tools, economic development initiatives and incentives that will stimulate development that is consistent with the vision of the Unified New Orleans Plan (UNOP), and that enhances and is compatible with the Greenway....
#4: Completion of Design for the Trail and Greenway - This task focuses on the physical design of the Greenway itself. Key component will include the development of an approved trail alignment and the design of safe crossings at major streets. The City's specifications for the design process include a requirement that the design team will gather public input through at least three public meetings.
#5: Completion of the Management Structure Report - This is a plan for how the Greenway will be maintained once it is built. Quoting from the RFP: "The City’s objective is to have a self-sustaining facility and that objective should be kept in mind during the design of the trail and greenway."
The issuing of this RFP is the culmination of the efforts of hundreds of people who support the concept of the Lafitte Greenway and the positive effect it will have on the recovery and revitalization of the Corridor surrounding it. Friends of Lafitte Corridor thanks the City Council, ORDA, the Department of Public Works, the City Planning Commission and everyone involved in bringing this project to this important threshold. FOLC, in concert with our partners in the community, will work to help ensure that the Greenway and Lafitte Corridor Revitalization Plan are developed with robust public input. We look forward to working together with all of our partners in the public and private sectors as this next exciting phase in the creation of the Greenway begins.
